Hon. Albert Sandy Daniel, a councilor of the Port Vila City Council (PVCC), has lodged a formal complaint with the Vanuatu Police Force this week and says he also intends to file a case in court.
According to the complaint, Hon. Sandy alleges the following offences were committed in relation to the leadership of the council:
- Conspiracy to Defeat Justice – He claims his lawful election as Mayor at 9:00am on 2 August 2024 was nullified without legal basis.
- False Assumption of Authority – He alleges that Hon. Jenny Regenvanu has occupied the Office of Mayor without a lawful mandate since 2 August 2024.
- Misapplication of Public Funds – He claims several million vatu in salaries and benefits have been paid to officials he alleges are unlawfully positioned.
- Violation of Constitutional Rights – He alleges his right to “protection of the law” under Article 5(1)(d) of the Constitution has been systematically denied.
Hon. Sandy is among nine councilors who signed a motion last week seeking the removal of the Lady Mayor, following the council’s failure to reach a quorum required to pass the 2026 budget.
According to the Office of the Council Clerk, the motion was filed on 25 November 2025 and is currently awaiting legal advice to determine its validity.
The Port Vila City Council is scheduled to meet tomorrow—eight days after it was unable to form a quorum on 25 November—to address outstanding council business and the 2026 budget.
