VFIPA Strategy Focuses on Tourism, Agriculture, and Value-Addition

The Vanuatu Foreign Investment Promotion Agency (VFIPA) has, for the first time in its history, launched an Investment Promotion Strategy 2026–2030, setting out a roadmap to boost the nation’s economy over the next five years.

The strategy focuses on Tourism, Agriculture, and Value-Addition as the main drivers for growth.

Minister of Industry Hon. Samson Samsen, who officially launched the plan, said it provides a clear pathway to reshape the country’s investment landscape.

“This is a roadmap to transform the way investments are made in Vanuatu in the next five years,” he said.

According to VFIPA, the new strategy aims to:

  • Attract new foreign investors
  • Support investor start-ups and location selection
  • Improve existing investments
  • Link foreign and domestic businesses
  • Advocate for a stronger investment climate

VFIPA CEO Raymond Vuti highlighted that in the past, investment priorities were not always aligned with national needs.

“A lot of investors we take — some are big, some are small — but many end up in wholesale or retail. That raises concerns. As a government, we must change the composition of businesses that are important for the country,” he said.

Officials stressed that results will not come overnight, but require long-term collaboration between government, the private sector, and development partners.

A representative of the World Association of Investment Promotion Agencies (WAIPA) congratulated Vanuatu for taking bold steps to align with global standards.

“I want to congratulate VFIPA for being courageous in taking this initiative to a higher level,” the representative said.

For local businesses, the strategy opens doors for partnerships with foreign investors, providing opportunities for new skills, technology transfer, and access to global markets.

VFIPA says with tourism, agriculture, and value-addition as its key pillars, the strategy will strengthen Vanuatu’s economy and deliver lasting benefits to communities across the islands
