Vanuatu Drafts First National Urban Development Framework to Guide Future Growth

The Government of Vanuatu is developing a National Urban Development Policy Framework to guide how resources and services are delivered across the country as urban populations grow.

The Department of Urban Affairs and Planning, with support from the Asian Development Bank (ADB), held a major consultation this week with government and private sector stakeholders to collect feedback for the draft framework.

An ADB representative highlighted that some areas of Vanuatu are experiencing rapid population growth, creating urgent demand for services and business opportunities.

The Department of Urban Affairs and Planning said the framework will ensure services are delivered in balance with population growth to sustain wealth in communities.

“Three principles will guide the policy: to promote urban centres and future growth, ensure no one is left behind, and protect resources for the future,” an official explained.

Climate change resilience is also central to the framework. ADB stressed that Vanuatu’s exposure to multiple hazards  ranked as the world’s most at-risk country  makes risk preparedness critical in urban planning.

The framework is still in draft stage and is expected to be finalized by November, before being presented to the Council of Ministers for review and approval.
