MIPU Celebrates First Women in Leadership Program Graduation

The Ministry of Infrastructure and Public Utilities (MIPU) has marked a historic milestone, celebrating the graduation of 20 participants from the first cohort of its Women in Leadership Program (WILP).

The program was co-designed through a partnership between the Vanuatu–Australia Partnership, the University of the South Pacific (USP), and the Vanuatu Institute of Public Administration and Management (VIPAM). It aims to strengthen leadership capability and empower women across the public service.

The graduation comes ahead of the global 16 Days of Activism to End Violence Against Women and Girls, highlighting the importance of inclusive leadership in building safe and respectful workplaces and communities.

Minister for Infrastructure and Public Utilities, Hon. Xavier Emanuel Harry, congratulated the graduates, acknowledging the example they set for others within MIPU.

“The Women in Leadership Program has shown how leadership development can inspire confidence, strengthen collaboration, and build capacity across our Ministry. Our graduates are setting an example of what inclusive leadership can achieve for our people and our infrastructure development.”

Deputy Australian High Commissioner to Vanuatu, H.E. Emily Fisher, said the graduation reflects the commitment of both governments to advancing gender equality.

“The Vanuatu–Australia Partnership is proud to support initiatives that empower women to lead and help eliminate violence in all its forms—whether in workplaces, communities, or online spaces.”

Chair of the MIPU Women’s Network, Mrs. Joylyn Boe, said the program has equipped participants with the confidence and knowledge to lead with inclusion.

“It’s not just about leadership—it’s about creating workplaces where everyone feels respected and safe.”

A Program Designed to Build Confidence and Capability

The USP-accredited course ran over three months, with participants taking one week of study leave each month to complete a structured, three-week curriculum. Training focused on leadership skills, teamwork, workplace inclusivity, and building respectful professional environments.

Nineteen female participants and one male champion from all three MIPU departments—the Civil Aviation Authority of Vanuatu, the Department of Ports and Harbors, and the Public Works Department—took part in the program. They represented a diverse range of technical and professional backgrounds.

Strengthening Inclusive Leadership Across Government

The Women in Leadership Program aligns with MIPU’s Inclusivity Policy and Women’s Network Action Plan, reinforcing the Ministry’s commitment to professional development, gender equality, and fostering safer, more inclusive workspaces for all staff.

The Vanuatu–Australia Partnership, through the Vanuatu Australia Infrastructure Development Program, continues to support MIPU’s efforts to build a capable and inclusive workforce that can deliver resilient infrastructure across the country.
