    PM Napat Defends 66% Progress on 100-Day Plan, Calls Opposition Comments “Disappointing and Misguided”

    Prime Minister Hon. Jotham Napat has responded to concerns raised by the Opposition regarding the government’s claim that 66% of its 100-Day Plan has been completed, clarifying that the figure represents overall progress across all sectors and not a single ministry or department.

    “There is a misunderstanding in the Opposition Leader’s interpretation,” PM Napat said. “The 66% refers to the overall work achieved across government sectors over the three-month period—not a specific sector. The 100-Day Plan outlines key actions for various ministries to deliver, and several outputs have already been met.”

    The Prime Minister pointed to recovery efforts in Port Vila’s Central Business District (CBD), where over 27 buildings were severely damaged following recent earthquakes. He said government efforts have included active consultations with the private sector and the allocation of financial resources to address recovery challenges.

    Napat dismissed opposition criticism of the CBD recovery timeline, saying:

    “It is very disappointing to hear comments from the Opposition bloc. There are many contributing factors to the delay in addressing the CBD. One major issue is geological safety—you simply cannot rebuild in three months on unsafe ground.”

    He explained that the government has already allocated funds to demolish buildings declared unsafe, and efforts are now shifting toward the planning phase, where public consultation will play a key role in rebuilding the city sustainably.

    “Our government is committed to building back better. We are now at the stage of engaging citizens to help shape a stronger, safer CBD,” he added.

    The Prime Minister emphasized that the 100-Day Plan is a whole-of-government approach, and progress should be measured by collective achievements across all sectors, not in isolation.
