Government Launches Biometric Passport System in Hong Kong

The Government has launched a new biometric passport system at the Vanuatu Consulate in Hong Kong this week, as part of efforts to restore trust and integrity in the country’s passport program.

The Hong Kong Consulate is the first overseas mission to introduce the system, which replaces the old enrollment method that will be phased out by early November.

Minister of Internal Affairs Andrew Napuat, alongside Minister of Lands Rick Tchamako, officiated at the opening of the new Immigration Enrolment Office inside the Consulate.

Minister Napuat said the previous system of filling out forms overseas had drawn criticism, and the government is moving to strengthen security.

“By the first week of November, we will put a stop to the old application system. The new biometric process will bring integrity back to Vanuatu passports,” he said.

Passport Enrollment Officer Fred Kalwat, appointed to oversee the Hong Kong office, explained that biometrics add a stronger layer of security.

“It is unique. You cannot change it. It is secure ,just the same as Vila,” he said.

The government says the new development not only strengthens passport credibility but also enhances the role of the Hong Kong Consulate as a key hub for business, trade, and other international engagements.

The Ministry of Finance continues to generate significant revenue from the passport program each year.
