    Accountability and Transparency Key to Vanuatu’s Future, Expert Says

    In a thought-provoking interview, economic expert Marla Dukharan shared her insights on how Vanuatu can foster greater accountability and transparency in its governance, drawing on successful global models, particularly Jamaica’s economic oversight mechanisms.

    Dukharan highlighted the importance of transparency legislation and the critical role of the Auditor General in ensuring fiscal accountability. She emphasized that the government must be held accountable for how it allocates resources, suggesting that the public and civil society play an active role in monitoring government actions.

    “The Auditor General is one of the most important mechanisms to ensure accountability in the financial aspects of the government,” Dukharan stated. “When the government knows that citizens are watching and holding them accountable, they are more likely to make the right decisions.”

    Drawing from her experience in Jamaica, Dukharan proposed the idea of implementing an Economic Program Oversight Committee (EPOC) similar to Jamaica’s, where an independent body, consisting of public sector representatives, opposition members, private sector, and civil society, regularly reviews government actions and reports directly to the public. “This structure has driven significant change in Jamaica, leading to its lowest unemployment and poverty rates, and Vanuatu can benefit from a similar approach,” she explained.

    She also emphasized the importance of community involvement, suggesting that regular town hall meetings, supported by social media platforms, could provide a forum for citizens to voice their concerns and provide feedback to policymakers. “It’s essential for local communities to be part of the process, and we must create platforms where they can actively engage with the government and hold it accountable,” she added.

    Dukharan also underscored the need for a legal framework that ensures financial transparency, suggesting that the government should not only present forward-looking budgets but also provide a comprehensive account of past expenditures. “The finance minister should be required by law to explain the discrepancies between forecasted and actual revenue and expenditure, and whether funds were spent according to the original plans,” she argued.

    Addressing Vanuatu’s future, Dukharan recommended that the government focus on long-term systemic changes that will foster a culture of accountability. “The legislation for transparency and fiscal responsibility must be put in place, but it’s equally important for citizens to hold their leaders accountable by demanding regular reports and giving constructive feedback,” she said.

    Concluding the interview, Dukharan shared a message of hope for Vanuatu’s future, citing the country’s potential to implement proven policies that have worked elsewhere. “With strong leadership, a well-informed public, and robust mechanisms for accountability, Vanuatu can create a brighter future for all its citizens,” she affirmed.
