The Port Vila City Council (PVCC) has strengthened enforcement of its by-laws through a renewed partnership with the Vanuatu Police Force.
Yesterday afternoon, the two institutions signed a three-year Memorandum of Understanding (MOU) to re-establish collaboration and formalize the presence of police officers within the Council’s Compliance Unit.
Acting Town Clerk of PVCC, Mr Avio Niki Roberts, described the agreement as a practical and professional step toward improving compliance within Port Vila.
He said the partnership will allow police officers to assist the Compliance Division in carrying out its duties more effectively, ensuring that city by-laws are properly enforced.
Government-appointed Commissioner overseeing Council operations during its five-month suspension, Mr Simon Tor, said strengthening enforcement has been a long-standing concern for PVCC.
He acknowledged that enforcing by-laws and legislation within the Central Business District (CBD) is necessary to maintain order and proper management of the capital.
Police Commissioner Karlshem Bongran assured that two police officers will work alongside the Council to support compliance efforts.
He said their role will include educating the public, encouraging voluntary compliance, and taking enforcement action when necessary within the limits of the law.
PVCC and the Vanuatu Police Force previously operated under a similar MOU arrangement over the past seven years. However, due to changes and new challenges within Port Vila, both parties agreed to renew and strengthen the partnership moving forward.
