China Announces RMB100m Earthquake Aid for Venezuela

China has pledged an additional RMB100 million in emergency humanitarian assistance to support earthquake relief and reconstruction efforts in Venezuela, as it reaffirmed its commitment to international development cooperation during the second-quarter press conference of the China International Development Cooperation Agency (CIDCA).

CIDCA spokesperson Tang Ying said the Chinese government moved swiftly following the devastating earthquake that caused widespread casualties and damage in Venezuela.

The announcement follows a message of sympathy sent by Xi Jinping to Venezuela’s acting president, Delcy Rodríguez, after the disaster. China had already provided emergency humanitarian cash assistance and said the additional aid would help support relief operations and long-term reconstruction.

“We believe that under the leadership of the Venezuelan government, the Venezuelan people will overcome the disaster and rebuild their homes at an early date,” Tang said.

Beyond the humanitarian announcement, CIDCA used the briefing to outline China’s expanding international development agenda.

Officials said that during the first half of 2026, China signed dozens of development cooperation agreements with countries across the Global South and beyond. The agreements cover key sectors including infrastructure, vocational education, agriculture, healthcare and poverty reduction under the framework of the Global Development Initiative.

CIDCA also revealed that more than 1,800 development cooperation projects have now been launched under the Global Development Initiative since its establishment in 2022. The projects span eight priority development areas aligned with the **United Nations> Sustainable Development Goals.

The agency announced plans to expand its new “Digital South” initiative, aimed at helping developing countries strengthen digital infrastructure and reduce the digital divide through technology cooperation and capacity building.

On global health, CIDCA confirmed China continues to provide assistance to African countries battling Ebola, including emergency aid to the Democratic Republic of the Congo and medical supplies for Uganda. Officials said 44 Chinese medical teams comprising nearly 1,000 health professionals are currently working across Africa.

The agency also highlighted growing cooperation with ASEAN member states in disaster management, education, health and poverty alleviation, while showcasing a flagship China-Laos low-carbon demonstration project as an example of its climate and sustainable development partnership with developing nations.

The quarterly briefing introduced a new “Feature Story of Development Cooperation Project” segment, which will highlight the impact of China’s overseas development projects and foreign assistance programmes around the world.
