New Housing Policy Sets 10-Year Roadmap for Safer, Resilient Communities in Vanuatu

Vanuatu has taken another major step in its development journey with the launch of its first-ever National Housing Policy.

The policy, which will guide housing development from 2025 to 2035, sets out a national vision to ensure that every family, from grassroots to urban centres, can access safe, resilient, and affordable housing.

At a small but significant launching ceremony, Minister of Internal Affairs, Andrew Napuat said this policy for all citizens.

“This promise is that all families in Vanuatu can live in a home that is safe, affordable, and a home that respects the dignity of our people,” Minister Napuat said.

Housing, he said, symbolizes far more than just a shelter- it represents health, education, children’s safety and the very foundation of Vanuatu.

Five Pillars of the National Housing Policy

The policy is built on five core pillars:

Access to Land
Authorities will review subdivision processes, land spacing, and ensure developments respect customary land practices.

“Access to land now is very difficult,” Minister Napuat said. “When someone builds a home on land that is not theirs, we face eviction orders and families lose homes.”

Informal Settlements and Rentals
This aims to address challenges faced by families renting or living without secure land tenure.

Housing Quality
Homes must be safe, strong, and built to withstand climate disasters.

Access to Finance
The policy will support easier access to loans through banks and microfinance institutions to help families build homes.

Housing Governance
Stronger systems will be developed to prevent scams, improve enforcement, and ensure accountability.

A 10-Year Blueprint for Safe Communities

The Ministry of Internal Affairs, through the Department of Urban Affairs and Planning (DUAP), developed the policy in partnership with multiple agencies.

Senior Housing and Settlement Officer, Devny Toa, said the policy is a 10-year roadmap designed especially to support grassroots families who are often left behind.

“This policy gives guidance on how housing finance can be made accessible, from grassroots to higher-level households. It focuses on those who are usually left out and sets the direction for government over the next 10 years,” she said.

The National Housing Policy will guide government on decision-making for the next decade—shaping how families across Vanuatu secure a safe place to call home.
