New Facility Prioritises Rehabilitation

Vanuatu’s new correctional facility is expected to strengthen rehabilitation programmes and provide inmates with greater opportunities to rebuild their lives as productive members of society.

Speaking during the official opening, Minister for Justice, Youth and Community Services Hon. Job Sam Andy said the new facility represents more than a new building, describing it as a symbol of the Government’s commitment to a modern justice system that values rehabilitation, human rights and second chances.

“This facility is not just a building. It is a sign of progress and the Government’s commitment to ensuring justice goes beyond prison walls through rehabilitation, respect for human rights and giving people who have broken the law an opportunity to become good citizens again,” the Minister said.

Hon. Andy thanked everyone involved in making the project possible and acknowledged the continued support of the Governments of New Zealand, Australia and China for their contributions to strengthening Vanuatu’s justice sector.

The Minister noted that this year also marks the 20th anniversary of the Department of Correctional Services, which became a department in 2006.

He said the department has transformed from an older correctional model into a modern service that places rehabilitation, discipline and human rights at the centre of its work.

“The new facility will allow Correctional Services officers to work in a safer and more secure environment while giving inmates access to education, vocational training, counselling and other rehabilitation programmes that will help them successfully return to their communities,” he said.

Hon. Andy stressed that rehabilitation is not the responsibility of government alone.

He said chiefs, churches, communities, families, non-government organisations and the wider public all have an important role in supporting offenders as they reintegrate into society.

The Minister said the opening of the new correctional facility demonstrates Vanuatu’s shared commitment to building a justice system founded on good governance, dignity and opportunities for positive change.
