    Concerns Raised Over Election bribery and Misuse of Constituency Allowances

    A caller on a VBTC talkback show expressed concerns about alleged election practices involving a Member of Parliament (MP) who had previously provided material gifts, or “kappa,” to him. The caller questioned whether the Former MP, now seeking re-election, or their supporters would demand the return of those gifts.

    Acting Human Rights Coordinator, Mr. Albert Nalpini, clarified that MPs receive a constituency allowance meant strictly for constituency development and not for political party use. He explained that once an MP provides assistance using this allowance, it cannot legally be reclaimed. However, he said that any improper or corrupt use of these funds can be dealt with legally.

    Mr. Gregory Takau, Acting Ombudsman added that voting rights are personal and inviolable, urging voters to recognize their vote as a powerful and private tool, not something to be sold or influenced by others. He highlighted the need to educate voters, particularly in rural and island communities, about protecting their electoral rights.

    Mr. Nalpini also pointed out that legislation, including the Leadership Code, penalizes bribery and corruption during elections. He encouraged citizens to report any illegal activities, such as vote-buying or coercion, to the police or Ombudsman, stressing the importance of maintaining clean elections and holding leaders accountable.

    It is essential for us to work towards ensuring that elections are clean and that we hold our leaders accountable to act in a manner that is fair and just for everyone.
