First Permanent Correctional Facility Since Independence Ready for Service

Vanuatu will officially open its first purpose-built permanent correctional facility since Independence this Friday.

The new facility, valued at approximately VT300 million, has been fully funded by the Vanuatu Government and is located at Stade, near the site of the former Port Vila prison.

It will replace the two ageing prison facilities that were demolished after deteriorating conditions made them no longer suitable for use.

Director of the Department of Correctional Services, Johnny Marango, said final preparations are now underway ahead of Friday’s official opening.

“The facility was originally expected to be completed within two years after construction began in October 2024, but we are pleased that it is now ready. The project cost approximately VT350 million and was fully funded by the Government of Vanuatu.”

Mr Marango said the new correctional facility has enough capacity to accommodate detainees from both Port Vila and Santo.

“The facility can accommodate all detainees from Port Vila and Santo. We currently have around 134 detainees in Port Vila and about 150 in Santo, so this facility has the capacity to house everyone.”

The Director said the facility was designed to accommodate both high-risk and low-risk detainees while improving living conditions.

“One of the biggest challenges we have faced has been overcrowding, limited space and human rights concerns. This new facility has been designed to address those issues and meets the required standards.”

The new correctional facility also includes features that align with United Nations requirements relating to the rights and welfare of detainees.

Mr Marango said the official opening will also mark the 28th anniversary of the Department of Correctional Services, which replaced the former prison service.

He said the completion of the project reflects the Government’s recognition of the important role Correctional Services plays in Vanuatu’s justice system.
