The Recovery Operations Centre (ROC) has been officially deactivated as of February 10, 2025, following the successful execution of the Port Vila/Efate earthquake recovery plan. The ROC was established to coordinate resource mobilization, structural assessments, and controlled access to restricted areas after the December 17, 2024, earthquake.
What Happens Next?
With the ROC’s closure, the Department of Strategic Planning, Policy, and Aid Coordination (DSPPAC) will continue to maintain the high-level coordination of recovery efforts, while recovery managers and subcommittees will overseeing operational responsibilities.
Additionally, the Port Vila City Council will now manage access to the restricted areas of the Central Business District (CBD). Yellow access cards will be issued only to authorized personnel, including:
✔ Demolition & infrastructure engineers
✔ Contractors & emergency services
✔ IT and technical specialists for banks & utilities
